April 15, 2009 - TWIC Regulation Overview

Effective April 15th, 2009, The TWIC card regulation went into effect for all Virgin Islands port facilities affected by the TSA regulation.
If you work at HOVENSA, you must have a TWIC card to enter the facility.
If you have applied and been approved for a TWIC card, but have not yet physically received it, you may contact the HOVENSA Facility Security Officer (FSO) and apply for a temporary waiver. Contact Chris Webster in the Security Deaprtment.
TWIC Card Registration
On April 15, 2009 If you have a TWIC card and a valid employee badge, you do not need to register your card with Pinnacle to enter the refinery. If however, you have a pending badge request in the Extranet on or after April 15th, you will have to stop by the Pinnacle badging office in person and register your TWIC card. Possession of a TWIC card is now a plant entry requirement along with valid Basic Plus and HOVENSA Site Specific training credentials and an active status in your company's drug screening program.
Contractor New Hire Processing Workflow
- 1. Employee obtains TWIC card and has it registered with Pinnacle Services. Note: All individuals must present their TWIC card for verification in person at the Pinnacle Services Admin Building located just outside HOVENSA gate number 2.
- 2. Employee attends and passes Basic Plus and HOVENSA Site Specific
- 3. Employee passes a drug screen
- 4. Contractor HR requests employee badge
There are now two types of access to HOVENSA: Escorted and Unescorted
Escorted Access requires a HOVENSA Director or higher authority written approval.
Escorted Access Work Flow
- Submit Badge Request in the Extranet
- Employee attends and passes Basic Plus and HOVENSA Site Specific
- Employee passes a drug screen
- Requester obtains approval via email of the appropriate Director or higher level authority and forwards to Pinnacle
- Pinnacle enters TWIC registration record with TWIC card number equal to "ESCORTED" and TWIC expiration date equal to badge request expiration date
Lost/Stolen/Damaged TWIC Cards
- Employee reports Lost/Stolen/Damaged card to Department of Homeland Security, their immediate supervsior and the HOVENSA FSO
- FSO may grant 7 calendar days of unescorted access
